the code inside the .ino file. Download the file-> open the arduino IDE -> file-> open-> chose the file that you had been downloaded
Arduino circuit works fine 5v dc input for small project. But with project that need more power to works i usually use 7-12V DC usually i use 9v adapter.It will works after you uploaded the code. If it not it means that something wrong with your connection or your code.

Connect your arduino to your computer Select your USB port in "Tool-Port"Chose your Arduino in Tool-BoardThen Ctrl-U to upload the code to your Arduino .If it is not upload there are two problems may happened:1.The code is wrong2.check the connection from your arduino to the computer
I can ask you a question ? why are you use two 100uF capacitors ? and can i use 2200uF instead of that ?
