If anyone else reads this, ITGamerGeek was correct. I was able to contact the laser manufacturer and he confirmed around 5v and 1.0-1.5 Amps. So I took both pots on the LED driver down to zero. I then turned the Voltage to 5v with the laser off. Then I fired the laser (which dropped the voltage down to zero which is normal, don't panic) and slowly brought the amps to 1.2 while watching the voltage rise as well to about 4.6. The important part is to set the Amps all the way down first before turning on the laser. They come from the factory completely random and may have even been played with by a person at the warehouse so don't assume.
